Oh JW spring arrives according to calendar, March 21st, and I plant the pansies around that time as they are good to minus 10c, that's like 16f or something. Then I plant the rest on may long weekend, any sooner and you risk frost. Although we have planted many times May 1st and were fine, and then some years we have had frost AFTER the long weekend! I usually see how things look in first week of May.
In my pond, by May first the yellow flags are usually quite large. Marsh marigold has bloomed in March many years! Marsh marigold very very hardy, likes to freeze solid, pick off an inch or more of ice in February and you will find green leaves!
