Prehaps i was being dogmatic [ha ha] anyway , today progress again slow, as i had a change of heart and recut the tennons adjoining casement into arrow head shape taking off tennon leaving shoulders full width, thus im able to attach lower casement with ease, with mitred corners. Photos show wheels progress today.

My guess would be like a ceiling fan, attach small weights to different paddles until it spins well.

But it won't be going that fast so I am not sure it has to be exact as long as it is close. A ceiling fan moves much faster so it is more important for it to be balanced.

I may have to do a drawing for you. Basically, you take 4 metal wheels with ball bearings that are overlapped, the shaft in your wheel must be a good fit and you place some marks like a clock on the perifery of your wheel. Then you spin it, the array of bearings are set up where there is almost no friction so the wheel will always stop with the heavy side down. You keep adding weights, or removing material to balance it. When it is balanced, the place it stops will always be random.
Does this explain it well enough?
I just found a you tube link similar to what I just described.

With it properly balanced, it will not take much flow to keep it at a steady state. It is this kind of attention that seperates the Masters from the Novices.
