I went ahead and repotted my lily yesterday. Got all of my pond plants potted in fact. Moved my lily into an oil drain pan with osmocote in the bottom and kitty litter around it. Got it all settled on the bottom, about 6-8 inches below the surface, (the pads that is). Got up this morning, all the lily pads are on the surface..... :/ So I'm pretty sure my lily is now floating. Dang nabbit... I guess I have to pull it back out and put some heavier rocks around it? I'm afraid to even think of how much kitty litter is littering the bottom of the pond now.... Sad face.

Are you sure that the pads didn't just grow that fast, or are you pretty certain that the plant unpotted itself? Did the pot tip or did something mess with it? I usually put pea gravel on top of the kitty litter and have never had one come out.

I just assumed it floated up since the pads were about 4-6 inches underwater Sunday and floating on the surface this morning. I just assumed it wad broken free and floated up. I only used kitty litter, nothing heavier on top to anchor it down. I guess I'll find out tonight. If it did float free, I will add some larger gravel on top and see if that helps. The bucket the lily came in was taller than that oil pan so that could be part of the problem as well.

Sometimes when you first plant them you need to put a rock on the roots to hold it there until it sets its roots. Then the rock can be removed

Quite a few of mine float until they get anchored. Some float more than others, the leaves make them buoyant
