Raingutter police?

lol It is silly. With the mountain runoff and the watershed their is a lot of fighting over water rights between the counties and the states to the west. Maybe with the conservation efforts the law will get changed. We are on a three tier watering status and watering on certain days for a short period of time. I do twenty percent water changes weekly and use every drop on plants, trees and the yard. No waste for me.
