Used Google SketchUp to draw.

It was just a rough drawing to show elevation. I think it would be more interesting if the top tanks followed the edge of the bottom pond and then went straight across or instead of bowed out into the center of the pond like the drawing, bow them in. Sketch isn't too easy to use or I would have drawn it that way.

Several ways to build, would kind of depend on the size. For the in ground pond I always put at least one course of concrete block to form the top ring of the pond, before the liner. Makes it easy to level, sides don't fall in even if someone stands on the edge and in this case a good footer for the top tanks.

For the floor of the top tanks I'd lay 4x4s across the top of the pond. The sides of the top tank would be regular above ground choices.

But since I'm day dreaming...I normally prefer mortared rock bottom, so I'd probably build up a rock arch to support the top tanks. I might even let water rain down under the top tanks for a grotto sound. Always wanted that but never had the chance.

But that's just my day dream.
