Regarding algae - if you are going to have fish and filtration in the new pond you will almost definitely have some algae on the rock below the waterline. The fish add the nutrients to grow the algae. The filter removes most of the nutrients but not all. What is left if use to grow algae (and any plants in the pond). The Australian warmth all year round will ensure you have some small amount of algae growth on the rocks below the waterline.

And you WANT algae. It's a critical part of your bio-filtration system. Those rocks also provide surface area for good bacteria to colonize. Bacteria does of course grow on the liner, but rocks have so many more nooks and crannies and tops and bottoms - in short, lots more surface area for the good guys to set up housekeeping.
