Curious, Lou ... what type of pond tending reasons keep you from having goldfish rather than mosquito fish? Just curious ... ;)
Years ago we lost 42 mature fish (goldfish, comets and koi) in two days to a horrible disease. That emotional trauma combined with my physical limitations and the sharp edged artificial large stones in the pond are our reasons. It is a permanent decision. Our pond is dedicated to wildlife and tranquility. Hope you understand.

I'd just remove the lilies and lower the water level and scoop away the debris. The fish will avoid the net and if you are worried about any living creatures getting demolished then put the netted debris in a tub w/some of your pond water and let it settle and then net out any fish or critters you want to put back into the pond. Then get rid of the debris.

Whichever procedure you decide to follow Do Not remove the growth on the sides of you pond. This IS the foundation of the eco-system. A light rinsing will suffice.
