Yeah, in fact here a stepper seems to be a flagstone that broke into smaller pieces.

Exactly. We learned this vocabulary this summer when we were looking for "flagstone" for our "flagstone" path. We called a place - "yup we have flagstone"... Only to find out they were three feet by four feet and wayyyyyyy too heavy! Finally someone explained we were really wanting steppers! Well, why didn't you say so!

Why do you feel that you waterfall stone must be flat?

Those are flat, just not thin. Very nice looking. Something like that here would be called "outcrop"

For the first fall into the pond it's pretty low so I was looking for something a bit flatter and skinnier that would be easier to build around.

These rocks are anything but flat. These are from two different installations that I did over the years.
The bottom waterfall was the most fun. Each rock weighed between 1/4 to 1/3 ton. Had to be placed with a backhoe utilizing straps.

Meyer and Addy -- how beautiful! I am going to try really, really hard to get that artfully natural look. Not easy to do!
