Seems to float generally in a clump, can't see any root system on it, its another freebee...

Egeria densa, my pond is an partially filled hole right now, no plants lol

I think it is Anacharis. It is a dead ringer for Anacharis.

i think hornwort you can wrap it in bunches with those lead weights and it will go down to the bottom of the pond
