If it's killing your plants though, nepen, that's not good.
Its forming around the part of plants that's in the water. So when I net it out (by hand, does that make sense? ) the part of the plant that this thing covered is melted / dying looking. It doesnt seem to be fast grower though, as when i take it out, it'll stay away for a while (unlike string algae where it's a battle everyday!)

So here they are. The thing is a little like slime when I hold it up. Some of it is actually clear like a jelly.

This does not appear to be Nostoc, especially the third photo. There is a remote possibility that this is a slime mold. However, slime molds are associated with decay in a moist/wet environment, most notable animals. Is it possible that an animal (frog?) burrowed under the gravel and died? They are not harmful, but actually beneficial in that they speed up the decay process.

I don't know what that stuff is, but I would be surprised if it was killing your plants.
I would lean more towards an algae and I would need to see more evidence that it is causing harm before condemning it.
Your pond is fairly new, isn't it Nepen?

I was wondering if it was the opposite - the plants were dying off and attracting the algae.

Thanks for all the suggestions :)

In pics 1 and 3 you see the plant still live well. But the part underwater that this thing is attached to, the leaves seems to melt off (like when left greens in refrigerator for too long some of the leaves melt) and the stem has brow spots. The part above water seems fine. It could be the decaying mold it looks like seaweed In the water. There are lots of grass cutting there sometimes. So it could very well be the mold. I don't know about dead animal though :) I'll have to poke around.
