if you are going to go above ground
it would be wise to use mortared blocks
I went up 24" on my raised pond

so if I was going above ground by a foot and the deep end was 3 feet below ground and the shallow was 2 feet. do I need to do mortared cinder block 3 feet the full outline or follow the depth since it would step up from 3 to 2 to 1 foot below the ground.

My pond is 2 feet on one side and 3 feet on the other. We went about 9 inches above ground.
We used some of the dirt that we dug out for the pond and used it to build the 9 inches. Hubby used one of those tapper things to pound the dirt down hard. The liner goes up over it and we used slate on top. Them went around the outside with pavers.

Thanks Philly ... I have a 600 GPH pump running the veggie filter. A 4500 GPH running the Bio filter. And a 500 GPH split between the spitting frog and trickle tower. They all have ball valves on them to adjust the flow.
