either but you will want to pack/ tamp the area but being careful not to puncture the liner

Thats why its only advisable that we leave low low edges to the pro's that have compaction machines that and plenty of young MEN to go back latter and move large boulders without a machine

If your water is lower than the highest point of your liner by 4 inches you have a leak somewhere
