Lawn clippings...urgh

It looks like there already is a fence barrier? Are the clippings getting blown through the fence? Would another row or two of matching block on top of the existing pond block on the fence side help? or are the clippings airborne in a big cloud of turbulent debris after finding their way through the fence?

Sadly the yard guys use gas powered blowers that send the grass clippings into the stratosphere. If the wind blows my way there is no stopping them. And the wind either blows up the valley from the south toward my pond or down the valley away from my pond. It usually blows from the south.
