I would like to but I do not have enough of the pumice stones. Guess I could buy the real thing to make up the shortage. Why didn't I think of that?

Use plain old Rip-Rap for all the submerged rock. It is dirt cheap. Plus you will be creating all sizes of micro and mini-habitats.

What is Rip-Rap? Is that the name I would ask for?

It is commonly used to stabilize roadways, shorelines, jetties, etc. Any of your local landscape companies should know the closest source,

If I'm understanding correctly you want the pumice stones to overhang the pond edge slightly. A wall of "hand boulders" would be perfect. Larger stones on the bottom, smaller ones near the top and you have a wall to support your lightweight rocks.

The first image illustrates the problem of supporting the upper stones. Seeing the pond during last years cleaning clearly shows that a lack of support to the stones on the slope is the problem The second image shows the back of the pond where there is no problem.
