Mine is as waterbug illustrated .... just overlapped liner sections. I laid the pond liner first, then the upper pond / waterfall liner over it. I have about 2 feet of overlap with no problems at all. No liner tape, and no sealers. I guess as long as the overlap is above the water level of the pond you'll be fine.
