Fish loads are really hard, 1 fish per 100 gallons should be fine for fish under about 6-8" 1 per 200 would be probably be better for fish that are 8-12 maybe 14" get over that and it should be more like 1 per 500 to 1000 gallons per fish. That's IF you have really good filtration and water quality. In the Birmingham area you should be fine with the 2.5 ft depth for a while at least ( cold water wise) until the fish get closer to 24" then is when you will need deeper. A Koi should be able to go straight up and down to feed and breed. So to keep a 36" koi you really need 48" depth for them to do that.
