I am seeing availability of electric fence stuff (like this) here in MA. Maybe they were not clear on what you were looking for. Not endorsing this model or anything- I've been lucky so far!

I bought the same charger, on line though, and plug in model. Heard too many people say the solar ones eat batteries over time. I picked up a 25 mile range one, since I was covering a lot of gardens, from the deer.
