Gold fish collecting in a circle near surface of pond

We have had a large stream fed pond with goldfish for years. This is the first time we have seen them in a school near the surface at a shallow section. Usually at this time of year they disappear to the bottom. Its 0° C here. Is this a sign something is wrong
