You could also use fence posts driven into the ground (down through each side of the cement block holes). This will stabilize it from tipping over.

Thanks Tim but it is going on a Boardwalk around the pond so I bought some liquid nail to hold everything and if that does not work for weight then I will fill the holes with sand or rock

Oh that's a good idea! Liquid Nails ROCKS! Another option to make it a bit more stable is to make the bench a bit deeper than normal benches. That would provide a larger footprint and create a lower center of gravity AND be a nice napping place in the afternoon.
