Don't feed if the water temp is below 50 degrees (F) Even if there's a brief warm up over the winter, once you've stopped feeding it's best just to wait until Spring when the temps are going to stay reliably warm going forward. Most of the time the fish aren't interested in food at all when the water is cold.
The wheatgerm based (ie - 'cold weather' or 'spring/fall') foods are generally recommended for water temps below 60 F down to 50 F. I've seen a couple that say they can be fed down into the 40's, but most recommend cutting off at 50 F. Now remember, this is *water* temperature, not air temperature. Depending on your set up those two numbers can be vastly different.
