You could do cement, or just cut out the massive roots, level the dirt with a slight backwards slant, reset the rocks.

I like you helper!

No1 the owner had them creeper type plants growing up the fence and the roots as per picture have basically busted stone blocks (not breeze blocks as thought).
It looks like you've got yourself an issue with some type of ivy. My condolences ;). That stuff is very aggressive and will try to take over everything. I've got some on three sides of my property and it's a constant battle with it as it tries to invade my yard.

Thank you I’ve done my best to remove all the roots but without taking out the entire pond I can’t get the both underneath , hopefully I’ve killed most of it , why you would plant it right next to a pond I will never know...it’s crazy aggressive

Many options. use the same bricks clean up the edges and use caulking to glue them together but this is not super strong but it is better then just sitting there.
Like addy said you can put them in a bed or mortar and mortar between.
remove the blocks and replace with some stones
