Didn't end up draining it. Turns out after removing the sand and adding the filter wool I've achieved my clear water and I'm very happy I can finally see my fish and the bottom. Now it's time to finish the construction. Water still a little brown but I think this will only improve. Maybe a few more vacuums and a bit more up keep.
