Underwater black bugs

There are little black beatle like bugs clinging to surfaces of my half dozen < > canolop sized underwater stones. Water is crystal clear and stones are clean. The little creatures don't seem to move around much. Had more a few weeks ago.

You may be correct. Just never noticed tadpoles in this stage.

Saw them for the first time last spring, when I cleaned all the plants out of my pond. They stayed in that stage for 5 or 6 days, then swam off.
