Two pumps?

I have a small garden pond witgh a waterfall tha dumps into a 3 ft wX1 ft d pond with a spillway that runs into a 4 ft w X 3 ft deep pond where the pump is located(Tetra 1000 GPH 9 ft max lift). This is all up on a four ft retaining wall. I would like to add a link to the wall exiting into another bigger waterfall that would empty into a 5ft wide pond. Initially I thought I could run a pvc pipe from the last pond to the wall and let gravity direct the water down to an opening in the wall. However, there is a boardwalk and a walkway of pavers in the way. I could deal with that, but I would like to know if using two pumps would work better.
1. A pipe feeding the waterfall. The pump would have to be in the lowest pond and I am not sure where you would have to put the pipe to assure a constant flow of water to the wall.
2. Use 2 pumps one to pump water to the second waterfall, and one in the lower pond to return the water to the upper water fall. Would there be problems keeping the pumps in syn.c Any ideas?

if you can make it work with 1 pump your life would be easier
