Pump that is on bottom on pond

I have a pump that is on the bottom on the pond. Should the pump pimple sit on he bottom or should it be put up a little? Should I put some type of home made cover over it. I am really surprised I haven't lost a fish or gotten something clogged in it.
I has NO protective filter screen or anything.

i would build a cage to put around the pump or buy/build a prefilter if you have little ones swimming around and/or if its not a solids handling pump especially.

I have both pumps off the floor. In case of a leak or water diversion, it will only pump the water out to the pump. I would rather burn a pump up than lose my fish. I have protectors on both, but you can put a pond plant basket over the pump, or something to protect the smaller fish.
