I have a dirt substrate pond with shelves and I'd like to add some form off wall to each shelf to hold a foot to 6in of pond soil for plants. Allowing spreading and a better looking pond personally. I'm trying to find a material that I can use as a wall that wont fail and is safe for fish.

I'm thinking you are gonna have to use some kind of long plastic containers to sit on each shelf. You can line them w/fiberglass window screen to keep the dirt or whatever kind of media you use form leaking out. Lots here use 100% clay kitty litter w/no fragrances or additives to it.

Welcome!

If you really want some sort of wall, not just large planters, if you could drain your pond, then the best option may be cemented cinder block, although if you want something simpler j.w 's idea may be the best.
