Plant choices for shelf in pond of only one inch depth?

I have a front shelf of a foot or two that has a surface depth of only an inchthat has running water that spills off. I was thinking of using just the base of a clay pot and sitting it on the shelf, maybe add a couple holes on the bottom and use cat litter for a medium. Would creeping jenny be a choice or is there any ivys that would work?

In my experience, creeping jenny will grow in almost any conditions. I even buried some in the garden as compost and it's coming up again. When I had it planted under rocks along the edge of the pond, it would extend itself, unsupported, over the water and keep going. Of course you're in a much colder climate than I am though so winter will probably slow it down considerably.
