mini bog container sludge

Hello everyone. Attached please find a video of my two ponds. The question I have for the more experienced ponders is: Should I siphon off the sediment that is collecting at the top of my mini bog filter or should I allow the critters to break it down? I am considering making a gravel washer out of pvc to siphon off the crud.
