materials suggestion help...

I'm re-building the waterfall to the pond. I left room in the middle to paint some goldfish and some water lilies. First, do I need special outdoor paint? What material should I paint it on? What product should I protect it with? I live in cold/hot Ohio so it will need to with stand very hot weather and below zero weather along with splash back from the waterfall.

What is the height of the waterfall and what is the depth of the pond?

the waterfall blade is 17.5 inches wide and 3 feet above the water. it's 5 ft dept under the falls
