So maybe I missed something in the question, but you said stream, not waterfall - are you trying to use foam in a stream BED to keep the water flowing on top of the rocks in the actual stream?
That is correct Lisak, the waterfall seams to do fine with the foam, but the stream always seems to flow under the rocks I have in the bed. I've assumed it was because of the higher flow rate of the fall? The stream is on a very slight slope, so I guess it just isn't forced up and over. That's why I wondered if it was a mistake in my original construction. Maybe I need to rebuild the stream with a more drastic slope?

Use a "Black waterfall foam". It is formulated especially for this type of application and is minimally expanding which does help to control the mess. Keep in mind that any foam is a sealant and not an adhesive. It will likely not block all of the water but will redirect the greater majority. It does not work well if used to plug large voids.
So it sounds like the people saying the regular foam is exactly the same as the black are misleading me then. I never opted for the black after reading so many accounts of it being the same.
I have tried the silicone, but probably not enough of it so I will give that another shot. I will also try the the the goop - that's a new one on me.
