I think in some cases, the water is below the gravel surface and not necessarily visible. I don't know if that stops mosquitoes or not but as Tula said, the water is usually moving through to spill over into the pond. I'm excited to try mine out!
Same answer the water is moving mosquitoes need stagnant water . that and mosquitoes are drawn to the pond just as dragon flies are as well they both lay their eggs in the water and like adult dragon flies the nymphs feast on any bugs that may be in the water.
My bog flows into my pond, so if they did lay any eggs in the bog, they'd probably end up in the pond and mostly get eaten by fish or damselfly larvae.
Never have I seen any mosquito larvae in any of our ponds. We have enough frogs, dragon flies, birds they don't stand a chance. One street over they complain about the biters.
The bog the water flows constantly, they don't like that.
