Why not go with Papyrus and Bamboo? You will learn to hate that ribbon grass when it gets larger and you have to deal with it.
My water fall is covered in wirey vine (Meuhlenbeckia Complexa) and surrounded by the Papyrus and Bamboo, it looks great and more importantly, natural.

your climate is real similar to mine being in Indiana, ornamental grasses dont cause much of a problem if any...we just dont have the growing season.

The ornamental grasses look great, the only problem with them is you are supposed to cut them down somewhat close to the ground during late fall, early winter so you can't enjoy them until they come back in late spring (and some of them don't get to their full height until late summer early fall).

I think in and around the rocks of your water fall some creeping sedum would look nice. They love being around the rocks and they don't require a lot of water and they spread nicely. I wish I new the type I have, it has spread really nicely and it keeps its yellow/green/(sometimes orange) look during different seasons.

I also like different Japanese grasses in the Hakonechloa family. They too need to be cut down yearly and they take a good 3 - 4 years to get big but they look really unique.
