Evening guys, newbie here!

I am in the process of building a sleeper pond approx. 1700lt and wanted some advise on the best filtration set up I should go for? Also should I install a skimmer?

You’ll likely hear this over and over - a big is the best bang for your buck. Great filtration and adds to the beauty of any pond.

And yes to a skimmer - adds mechanical filtration and keeps your pond surface nice and sparkling clean

There are lots of different types of filtration that would fit your needs. My advice is to do your research and consider what you want and prefer, and what is most convenient for you. Then make an informed choice.
