All of the ponds that I have seen where fiberglass was used it was applied directly over a concrete shell. Fiberglass, on its own, may not have the strength to withstand the pressure created by the weight of the water and may crack.
To me, applying fiberglass over concrete is a waste of time and material as applying a good sealer accomplishes the same goal.
