I always wonder when people ask if concrete will hold water - it ABSORBS water. That's one of the bigger issues in cold climates. The water in the concrete expands and contracts, causing heaving and cracking. I suppose it would eventually absorb all the water it can hold, but is it just seeping through at that point?
If enough dollars were thrown my way i could build what ever someone wants. Could you make a water proof earthen pond with clay or bentonite. SURE. Could i then add areas on concrete on that .. sure... could i build concrete to an earthen base no. id run the earthen under the concrete as mentioned before.
