drainage runoff into collection ponds

I have a series of ponds with a 6" open end standpipe to drain high water to the next lower pond but algae and other debris surrounds and eventally clogs it up. Is there something like a bouy that can be secured to the standpipe that will hold back the debris until it can be racked away yet allow water to flow freely?
