Can i tuck this plant between the rocks directly in the water?

Yep it will grow very nicely but make sure the roots stay wet and don't dry out.

This is how i received the plants. 2" plastic pot wrapped in paper and soil.
Should i remove it all down to the bare roots?

I put it all in unless it has white round material in soil. I thi k that's perlite and it floats then I would wash off. I have that plant from my pond actually been under water for few months and still grows pretty well but prefers head dry.

If you are just sticking in the water between rocks than remove all the soil as it will just make mess if you leave it.
