My neighbor has tons of chives growing in his ditch, I wondered if I could grow some in my bog. Would they grow, and would it be safe?

Chives typically like well drained soil, so maybe the edge of a bog where it's drier may be good. I can't see why it wouldn't be safe if it'll grow.

If they do grow they will sure take over. I grew them in pots away from any soil as when they seed they go nuts! I cut the seed heads off too.

They are tasty but can be invasive, as j.w points out. @slakker also makes a good point about them not liking their feet too wet. I love them as a cooking herb though.
