bottom drain install

i have a koi toilet 1 and when you concrete it in where should the concrete come up to should it come up to the bottom of the lip where liner is installed or does it stay below that and fill with dirt to the top ring

The concrete ned to be sloped down a little to the top edge of
the toilet.

LOL.... When I read this thread it got me thinking back to when I built my pond 12 years ago and for the life of me I can't remember if I put concrete around the plumbing for my bottom drain.... Hopefully I will never have to rip up the liner and find out...
