Bog wall

Please advise! 1st pic is a newly constructed bog where the waterfall was in the last pic. I cemented pond, but sealer failed. Bought liner & built the bog. Built wit 2 separate liners & water leaked from under the bog area to under pond liner. I am in the process of tearing out the bog wall, rebuild and going to put pond liner under the bog. My issue is: how do I put pond liner under the bog wall & get it to be stable. I am thinking I could cut a couple of holes in liner & begin to glue 1st round of bog (blocks wall) to pond surface. Then continuing to glue stacked blocks up to 12" for the wall. Also, I didn't want liner to hide the decorative wall. So I'll use another liner inside bog. Also, would like a waterfall from bog to pond. Thanks for any insight. It's hard work!!
