You can buy stuff and try that most pet stores sell stuff not sure what you have there ,But more oxygen is the key as fish sound like they are not getting enough

I pour in the beneficial bacteria in the spring.. there are various brands. Then I reseed once a month until the end of June, but by the middle of the summer things are marching along well and I don't think I need to do anything else. I use Microbe-Lift PL but there are other brands. Smells horrible so don't keep it in the house!

Before adding fish urinate in the pond a few times, wait 1 week. Or add ammonia from the drug store.

If you already have fish they will provide the ammonia.

The bacteria are already in your pond, them just need food to reproduce.

Whatever method is used you measure high ammonia, then falling ammonia, followed by high nitrite and falling nitrite. When ammonia and nitrite are back to zero you bio filter is seeded.

If you already have fish and you measure zero ammonia and nitrite your bio filter is already seeded and there's nothing to do.
