how long should it take once you start adding powder beneficial bacteria to your pond for the water to start to clear up?

It depends on why your water is not clear, algae vs fine dirt Some of it does not help at all.

Mine took almost a year without adding a UV light which cleared it up in a few days. If you can, add as many plants as will fit will help alot.
