Would think you would have to use a sealant but not sure what kind or if this is even acceptable or cost worthy?

That is what I assumed too. Thinking it would be better to just remove it and paint the outside of the pool w/plastic paint spray. I assume they don't like looking at the color or decor of the kiddy pool?
