I plan on adding some snails, sarasa comet & American flag fish in my new pond. Do I need to add pebbles/small rocks at the bottom? Will the pebbles cause unintended outcomes, like extra oxygen or dirty water?

Add rocks or pebbles to the bottom of the pond is not recommended by most people because it makes it hard to clean and dirt will accumulate there, eventually becoming toxic.

Do you need to? No. Even if you wanted to, I'd suggest not adding rocks to the bottom. It looks nice, but not for long.
I had rocks in my 30g pond and every year I'd have to take them all out and clean them one by one, which wasn't terrible because it was only about 40 rocks... and then when I got my 400g pond I added rocks to my stream and it looked real nice.... until they got dirty. When I redid my stream I kept the rocks and pebbles out.

Now I just put in a few larger rocks that my frogs can sit on. IMG_5313.jpg
